Minimum requirements to start building your own Webpages.
a browser that can display html files stored locally - most can
a plain text editor - i.e. NotePad - but EditPad recommended
If you have Netscape Communicator 4 or Microsoft FrontPage which are wysiwyg
(what you see is what you get) screen editors - you can design web pages without
any knowledge of HTML.
Although you be aware that neither of them produce
fully complient HTML.
